Forum Principles and Terms of Reference

In September 2012, members noted the commitment in the Forum’s Terms of Reference (ToR) to reviewing the operation of the Forum after one year of business. Members agreed to establish a short-term work stream to review the Forum’s Guiding Principles and ToR and to examine the practicalities of how the Forum works.

The proposed revisions recommended by this group were, in the main, to take account of the development of the Forum since its inception (for example, the expansion of membership to include the employers and Sectoral Support Bodies) and to provide an emphasis on early engagement on policies at an embryonic stage.

In addition, the work stream prepared an addendum to the ToR setting out procedures for practical issues, such as setting agendas, organising dates and venues for meetings and membership of work streams.
