Dedicated Controlled Schools’ Unit launched

Education Minister, Paul Givan, has welcomed the formal launch of the Education Authority’s Controlled Schools’ Unit (CSU).
The establishment of the dedicated unit within EA is the first stage of a two-phase process recommended by the Controlled Schools Taskforce to provide greater support and a management authority for the controlled sector.
Speaking during the launch event at Belfast Boys’ Model School, the Minister said:
“The establishment of the CSU marks a significant step towards providing dedicated support to the largest and most diverse schools sector in Northern Ireland. Controlled schools are open to all, welcoming around 150,000 children and young people of all backgrounds. It is vital that they are put on a level position to other sectors and given the support they need and deserve.”
Paul Close, EA Controlled Schools' Unit Programme Director outlined how the new Unit will strengthen collaboration and leadership across the sector. He said:
“The Controlled Schools’ Unit marks a major step forward in how we support Controlled schools. By working closely with school leaders and the Controlled Schools’ Support Council (CSSC), we’re building a stronger, more connected sector that delivers even better outcomes for children and young people.
“More than 250 school leaders and partner organisations have worked closely with us to shape the Unit’s priorities and future direction.”
Mark Baker, Chief Executive, Controlled Schools’ Support Council (CSSC) said:
"We welcome the Minister's endorsement of the Taskforce recommendation to establish the Controlled Schools' Unit, working collaboratively with CSSC. This is a very positive step for the controlled sector.
“CSSC looks forward to working with the CSU in the Education Authority to drive meaningful improvements for all controlled schools across Northern Ireland."
Education Minister, Paul Givan concluded:
“The additional strategic support offered by the CSU will complement and build on the important work of the Controlled Schools’ Support Council to advocate for the sector and support leaders in ethos and leadership. Today marks delivery of phase one of this process and is a significant step towards boosting support and championing our controlled school sector within Northern Ireland.”

1. Based on the findings of the Independent Review of Education that considered support for controlled schools to be ‘suboptimal’, the Minister established a Controlled Schools Taskforce to develop a new model. The Taskforce issued its report on 20 December 2024 and proposed a two phase approach to establish a Controlled Schools’ Unit (CSU) within the EA and latterly create a new dedicated body with managing authority responsibilities to provide focused governance and strategic leadership for controlled schools.
2. The Department launched a public consultation on the proposals which ran from 16 October 2025 to 11 December 2025 and received 744 responses. The Consultation Outcome Report was published on 16 January 2026 and demonstrated overwhelming support for the proposals.
