Review of the Staffing Structure of Health Professionals in Sure Start

The Expert Panel on educational underachievement submitted its Final Report and Action Plan ‘A Fair Start’– to the Minister in May 2021. This was endorsed by the Executive on 27 May 2021.
The Fair Start Action Plan (page 12) included the following related action: “DE should undertake a review of the Sure Start staffing structure to ensure there is access to the necessary health professions including health visitors and midwives.”
DE appointed Business Consultancy Services (BCS) in the Department of Finance to undertake a ‘Review of the Staffing Structure of Health Professionals in Sure Start’, resulting in a final report in October 2022.
