The Delivering Social Change Literacy & Numeracy Signature Programme was established through the NI Executive's DSC framework and received funding from the DSC Fund.

Announced in October 2012 by the Office of the First Minister and deputy First Minister, aimed to employ an additional 230 recently graduated teachers, who were not currently in a permanent teaching post, on a two-year fixed-term contract to enable schools to provide support for children in primary and post primary schools who were at risk of underachievement.
